Minutes of the Billing Task Force

Tuesday, January 24, 2017

Location: Hillsdale Library, 509 Hillsdale Avenue

Attending: Stephanie Bellucci, Marie Coughlin, Dave Franz, Mimi Hui, Terrie McColl, Samantha McCoy, Kathleen McGrail,  Monica Smith and Kurt Hadeler

Members were made aware of the series of small group meetings in March and April. The primary focus will be on billing, although there may be some shared discussion of the Strategic Plan which is also to be introduced to the membership early in 2017. Libraries will be assigned to dates to ensure a a variety of viewpoints are represented at each meeting, however if directors need to swap for religious observation or travel considerations those will be accommodated. 

Members were informed of the efforts made during 2016. New members quickly grasped the difficulty presented by the existing billing methodology and the potential impact of any new model. Members agreed that a super-majority should be required to make any substantial changes to the billing formula. 

Dave Franz had shared the framework for a final report with the task force. This document can be edited by any member. It is intended to capture the reasoning for a change to the billing formula, all of the variables under discussion, and a rationale for the final recommendation by the task force.

The discussion veered off a bit from the agenda. Members discussed the BCCLS Budget Expense lines and divided the items into "core" activities whose burden is shared by all, such as rent, insurance, audit, office expenses, ILS, etc. 

A lively discussion regarding the impact of LEAP, the necessity of BCCLS maintained PCs/networking among all member libraries, and limitations imposed by the BCCLS network ensued. One of the major categories that differentiates member libraries is dependence upon BCCLS for network/computer support. Some libraries only use BCCLS pcs, others use a mix of BCCLS and their own network/pc/wireless solutions.  

Reciprocal fees and the reciprocal reimbursement program was discussed, however, since the Reciprocity Task Force will also continue its work on that issue it will stay on the back burner... It was noted that perhaps the Grant could be expended on some other service that also benefits the entire system, not just the net-lending libraries. 

Members will study the shared spreadsheets and were invited to "play" around with scenarios.
