BCCLS Policies and Procedures Committee Meeting

Friday, June 9, 2017, 10 am

Closter Public Library


Attendance (P&P): Breuer, Danhart, Doto, Dutta, Fletcher, McMahon, Rando and Reiff.

  1. Meeting was called to order by Jennifer Breuer at 10:15 am.

  2. Minutes from April 19, 2017 meeting were reviewed and approved.

  3. Old Business:

    1. Credit Cards: The proposal was discussed and finalized to be presented at the next Executive Board meeting. It was decided that 50 cents convenience fee will be charged at this time with no minimum. This would make reporting easier and generate money to offset the cost for next year. Polaris Reports can be generated to keep an account of funds received by a library quarterly. They will also sort out fines, lost items and manual fine.

- Credit card refunds will not be issued by BCCLS. Local libraries can make their own policies.

- Manual fines will go to the library which created them.

- Online link will be provided for the updated Q&A

- If approved, could start by Jan 2018.

- What happens to the processing fee or fines which show up after the patron has paid for an item online? - To be discussed.

    1. Committee Representative

Ruth Rando with Chris Doto will represent P&P and present credit card policy at 6/15 System council.

    1. Reschedule July Meeting

July Meeting for P&P was canceled; will work online instead.

    1. Review of Replacement Costs

It was recommended that the price of the video games be increased to $60. Most libraries were manually putting the cost they bought at.

Material Type dictates the cost of an item. Items linked to the wrong material type makes library/ patron pay wrong price for lost/damaged item. Request to send an email reminder about linking to the right material type when the new costs are sent to the membership.

    1. Items Left Unclaimed

Request to make borrowing library pay for items received by them which cannot be found. The committee will start drafting a policy on it.

    1. Duplicate Records and Fines

Patron moved from one to second to third library with fines lingering and got duplicate cards. Recommend patron to go back and clear his card before getting a new one.

    1. VHS and Shadowed Items

Library received VHS through inter library loan. These items should be moved to uncatalogued instead of being shadowed. Report can be run for items set to "Do not display in PAC". Libraries could have DVDs and CDs linked to wrong records of VHS and Audio Cassettes.

    1. Review Spring Circ Meeting Synthesis - 3rd Overdue

Review wordage of 3rd Overdue Notice - 'You may be charged full replacement cost of the item if the item is not returned within 90 days of the due date.' - To be discussed.

  1. Correspondence

Patron requested to open library card remotely (from airport). A library card could be issued which would expire within a week, unless the patron brings a proof of residence to the library.

  1. Committee Discussion

Long overdue fines on patron's expired cards- Small fines can be waived and card purged. It is at the discretion of the library.

For the bread:
    • 3 over-ripe bananas, smashed up
    • 1/3 cup melted butter
    • 3/4 cup sugar 
    • 1 egg, beaten
    • 1 tsp vanilla
    • 1 tsp baking soda
    • dash of salt
    • 1 1/2 cups flour
For the swirl:
  • 1/3 cup sugar
  • 1 Tbs cinnamon


  1. Preheat oven to 350. Butter and four a loaf pan. Mine was 9 x 5, but you could use any sort, I suppose. Just keep a close eye on it in the oven, and adjust the time as needed
  2. Mix bananas, butter, sugar, egg, and vanilla together. sprinkle baking soda and salt around on top of the banana mixture. Then gently stir in flour. Be careful not to over-mix!
  3. In a small dish, mix together the 1/3 cup sugar and 1 Tbs cinnamon.
  4. Add 1/2 of the batter to the loaf pan and then sprinkle half, or a little more than half of the cinnamon-sugar mixture all over the batter in the pan. Add the rest of the batter, and then sprinkle the leftover cinnamon-sugar on top.
  5. Bake for 50-60 minutes, but remember, if you're using a different-sized loaf pan, be careful and keep a close eyeball on it!
